Clifford Earl
President
Resource Management Systems, Inc.

Making smart IT project investments decision is a top-priority for technology and business leaders.  This is Cliff Earl’s specialization – helping organizations make informed “Go/No-Go” IT project investment decisions.

Cliff’s early involvement with “MIS” began an end-user.  He was first exposed to supermarket, convenience store, gasoline distribution and sales operations as a government analyst.  He then moved to the Union Pacific Corporation (a top-5 global rail transport firm) where he served as an officer of the UP, the UP Railroad, and the Pacific Fruit Express Company.  He returned to public service at the outset of New York City’s financial crisis.  He oversaw multiple MIS projects (including ERP) to improve financial and operations performance.

Then he went back to school to pursue a graduate degree in interactive telecommunications technology.  During this period he served as a consultant for the National Center for Public Productivity.  Subsequently, Cliff joined Resource Management Systems, Inc. (RMS) where he has: managed projects ranging from technology asset management to BI for global financial services firms; trained technical and business professionals from the leading high-tech, finance, and consumer products firms in modern IT investment management techniques; and, established a “pure-play” e-commerce affiliate distributing multi-lingual software in 45 countries.

Cliff has served on the faculty of a number of higher-education institutions, including New York University’s Information Technologies Institute.  At NYU, he designed and delivered a highly successful course entitled “B2B e-Commerce Value-Chain Integration” over a five-year period.  He is the author of a number of books on IT project investment analysis.
