Thomas R. (Tom) Oare is currently the Executive Director and CEO for the Petroleum Convenience Alliance for Technology Standards, Inc. (PCATS), a position he has held since February 1, 2009. PCATS is a nonprofit VA-based corporation whose 150+ supplier and retailer members are dedicated to the development, implementation and maintenance of technology standards for the petroleum and convenience store industry. Tom served on PCATS’ first Board of Directors in 2004 and was the organization’s first Treasurer. Tom manages the day-to-day operation of PCATS primarily from his residence in Tulsa, OK, visiting the PCATS’ VA office as necessary.

Immediately prior to joining the PCATS team, Tom served as Senior Vice President for MetroSplash Systems Group, Inc., a company offering a technology platform that supports supplier-integrated, fuel-based consumer reward programs. At the end of June 2007, Tom retired from CITGO Petroleum Corporation after 35 years of service, the last twenty of which were spent managing its payment card enterprise.
