New Jersey Considers Bill for Voting Lottery

TRENTON, N.J. – The New Jersey Legislature is asking voters, “Who wants to be a millionaire?” A bill proposed by Democrat Assemblyman Patrick Diegnan would run a lottery each December 31 with a $1 million prize to be awarded to a registered voter who cast a ballot that year in an election, the Home News Tribune reports.

Voters who participated in both the primary and general election would be entered twice in the lottery. Another bill with a similar proposal is also under consideration.

Financing for the payout would be from several sources, including 20 percent of the state’s regular lottery winnings that are unclaimed each year ($30.6 million in fiscal 2005), voluntary donation and prize-fund investments.

During the last elections in New Jersey, only about 45 percent of registered voters went to the polls to elect U.S. representatives, a U.S. senator and various local races.

Arizona is also considering a lottery to increase voter turnout.
