WASHINGTON, D.C. – President-elect Donald Trump has picked Andy Puzder, CEO of CKE Restaurants Inc., the operator of Carl’s Jr. and Hardee’s, to helm the U.S. Department of Labor, Reuters reports.

Puzder has been a vocal critic of government regulation at work, arguing that higher minimum wages harm employees through closures of restaurants and praising automation in fast food. His appointment could ratchet up the Fight for $15 movement, which has many supporters in the quick service industry. Fight for $15, which advocates for a minimum wage of $15 per hour, has won success in California and New York, as well as many cities, including Seattle.

Union leaders have been preparing for a fight as they anticipate Trump overturning several key initiatives of the Obama administration, such as the new overtime pay rule. Right before Thanksgiving, in a federal ruling in Texas, a judge said the Labor Department’s new overtime regulations are inconsistent with what Congress intended.

“Andrew Puzder has vocally opposed the Affordable Care Act, raising the minimum wage and President Obama’s overtime rule—three policies that are central to an agenda of raising wages and combating inequality,” said Lawrence Mishel, president of the Economic Policy Institute.
