Florida Legislator Re-Introduces Bottled Water Tax Bill

The proposal would add a 6 percent surcharge on all bottled water under a gallon.

TALLAHASSEE, Fla. - Defeat last year on her bottled-water tax bill hasn??t stopped state Sen. Evelyn Lynn from filing an identical bill on Monday, the News Service of Florida reports.

Lynn??s bill would tack on a 6 percent tax on bottled water under a gallon at the point of sale. The tax would fund the Ecosystem Management and Restoration Trust Fund.

"This would be an effective way to set aside money for environmental cleanup," said Lynn. The state has had to slash $700 million from water management districts and other water quality programs, which Lynn hopes will help buoy her bill.

The bottled water industry will once again oppose Lynn??s proposal. "Florida??s bottled water industry generates millions of dollars in revenue for local communities and any efforts to penalize Florida's bottled water consumers will ultimately drive business to neighboring states where it is not taxed," said Ryan Duffy, a spokesman for Nestle North American Waters. "The industry supports 8,800 jobs in Florida while utilizing less than one tenth of one percent of all water usage in the state."

Other groups, including convenience stores and the National Automatic Merchandising Association, also are not in favor of the bill. "Most vending machine companies are small businesses," said Bill Baker, president of the Automated Merchandising Association of Florida. "A tax would be bad for those mom and pops. It will also raise the price to customers."

The bill has not yet been assigned a committee.
