Kansas City Federal Reserve Seeks Input for Payment Card Fraud Survey

The Merchants Payments Coalition is asking retailers to participate in the study.

KANSAS CITY, Kan. - The Kansas City Federal Reserve, with the assistance of NACS, has designed a study on payment card fraud that will look closely at fraud-related charge-backs imposed on merchants from all U.S. market segments. NACS is partnering with the Kansas City Federal Reserve to distribute this survey to convenience and petroleum retailers to assist in efforts to fully disclose industry costs associated with card payment, and to advocate for efficient card payment systems.

The Kansas City Federal Reserve is running the survey, and all questions about filling out the survey should be directed to Payments System Research at the KC Fed. Any other questions can be directed to Gray Taylor.

NACS believes that the data collected by surveys such as this will further the understanding of the societal costs of the current card payment system. Retailer participation in the survey will help with that end.

The primary objective of the survey is to obtain estimates of 2009 loss rates and loss amounts for merchants due to card payment fraud. The survey asks merchants questions about their company information, such as sales value (in ranges), payment method shares, card-not-present sales, and industry category. Other information requested includes chargeback information and other fraud-related information. Summary results from the survey will be published in the second half of 2010.
