SALEM, Ore. - On Wednesday, the Oregon House okayed a proposal that would significantly change the state??s bottle deposit law, The Oregonian reports. The bill would expand the type of the bottles subject to the deposit to encompass nearly plastic, metal and glass beverage container (except for liquor, milk or wine containers)

The measure would also raise the deposit to a dime if redemption rates nosedive under 80 percent for two consecutive years. In addition, the proposal would move the collection system to more off-site redemption centers instead of at retail locations.

"The bottle bill turned out to be one of the most effective recycling tools ever devised," said state Rep. Ben Cannon on the House floor. "As the bottle bill turns 40 this year, it is showing signs of age. House Bill 3145 is an effort to bring the bottle bill into the 21st Century."

Only Rep. Matt Wingard objected to part of the bottle bill. "I just don't think it's necessary to have language in there increasing the fee to ten cents," he said.

Now the Senate will consider the proposal.
